Manila, Philippines · Asia-Pacific
Metro Manila’s essential but fragmented gateway: improving under NNIC, still punished by split T1/T2/T3 with no airside link. Terminal 4 is no longer an active passenger building; a new Terminal 5 is targeted around end-2027.
An editorial 0–10 score. The overall is exactly the weighted sum of six traveler categories — not a Google rating and not a poll.

Most important tips
A compact traveler cheat sheet for timing, terminals, food, and disruption checks.
International departures: plan about 3 hours curb-to-gate on busy days; domestic still wants 2–2.5 hours when check-in banks stack.
MNL’s pain is not only security length — it is terminal wrong-building risk plus landside Manila traffic. Same-airport “connections” that change terminals are landside only (exit, shuttle or Grab, re-screen). Self-transfer passengers should treat 3–4+ hours as the honest minimum when terminals differ; same-terminal online check-in passengers can sometimes run tighter, but holiday peaks erase that margin.
Airline–terminal maps keep moving under NNIC rationalization — your e-ticket terminal beats any static guide list.
Rough current pattern: T1 international-heavy (PAL international + many foreign carriers), T2 PAL domestic-centric, T3 Cebu Pacific plus a large international mix. AirAsia and several foreign carriers have shifted between T1 and T3 during 2026 phases. Screenshot the terminal from the airline app before you instruct a Grab driver.
T3 has the widest airside choice; T1/T2 are thinner and spike in price once you are airside.
Landside cafés exist, but a slow immigration / security bank can erase the meal window. Once airside, expect mall-style chains and sit-down spots that feel expensive versus Manila city prices. If you have Priority Pass in T1 or T3, use the lounge for a calmer snack rather than gambling on the last open gate café.
T1 currently stacks A Lounge, PAGSS Premium, and Marhaba on Priority Pass; T3’s main PP product is A Lounge on Level 4.
Open the Priority Pass app the day you fly — lounge contracts and hours move. PAGSS Premium lists a 3-hour cap and guest limits; both A Lounge locations list a 4-hour cap. PAL Mabuhay lounges and other airline rooms are not Priority Pass. OFW lounges are for eligible overseas workers with OEC / OFW documentation, not general passengers.

Ninoy Aquino International Airport and the Manila city center
4 ways into the city, compared on time, cost, and luggage.
5 lounges with access rules, hours, and verdicts. 4 rated worth it.
Screenshot your terminal before you leave for the airport. NNIC has been reshuffling carriers across T1/T2/T3; Grab drivers and hotel desks often work from outdated mental maps.
6 rated amenities — food, Wi-Fi, quiet spots, family, and sleep.
Where to refill for free, and where a bottle costs the least airside.

Ninoy Aquino International Airport and the Manila city center
Compare prepaid private transfers to Manila — useful overnight, with luggage, or when you want a locked-in fare before you land.
Default visitor option from official pickup zones; T3 has the clearest ride-hail hub story.
Tip: Set the pin only at signed airport pickup bays — ignore lobby solicitors.
Signed ranks offer metered white taxis or fixed-fare coupon booths into Metro Manila districts.
Tip: Coupon fares remove bargaining; Grab is often cheaper when surge is mild.
Point-to-point and airport bus desks serve Makati and other corridors; brands and fares change.
Tip: Best with light bags outside rush hour — confirm the live desk destination list.
Paid on-airport lots at each terminal with time-based fees on the NNIC site.
Tip: Remote lots can add a shuttle walk — pad departure timing accordingly.
One of Terminal 1’s primary Priority Pass rooms. Priority Pass lists 05:00–23:00 hours, airside East Concourse beside Gate 2, digital cards accepted, and a 4-hour maximum stay (children under 3 free on current PP conditions). Expect standard PP buffet/soft-drink fare and capacity limits in evening departure banks — arrive early after immigration if your flight boards from the East Concourse.

Add a photoThird Priority Pass option in Terminal 1, listed near Gate 9 with 07:00–00:00 hours and a 3-hour max stay (children under 2 free on current PP conditions). Priority Pass notes a quiet area and prayer room. Useful when East Concourse lounges by Gate 2 are saturated — walk time from Gate 2 to Gate 9 is real, so do not cut it fine before boarding.

Add a photoTerminal 1’s 24-hour Priority Pass option beside Gate 2 on the East Concourse. Priority Pass lists a 3-hour maximum stay, typically up to two guests per cardholder (guest fees may apply), and children under 8 free on current conditions. Hot food and showers are commonly reported amenities — still treat it as a busy shared lounge, not a private suite. Confirm live access in the Priority Pass app; do not assume every Philippine credit card still works without checking.

Add a photoPAL’s own Mabuhay Lounge product is airline-gated, not a Priority Pass substitute. International-heavy Mabuhay hospitality concentrates around Terminal 1; domestic Mabuhay rooms sit in Terminal 2. Exact door locations and elite thresholds change — follow PAL’s lounge page / app for your flight. Verdict is “depends” because access is narrow: excellent if you qualify, irrelevant if you do not.

Add a photoMain Priority Pass product in Terminal 3. Priority Pass directions: take the lift in front of security to Level 4; lounge is on the left. Listed 24 hours with a 4-hour max stay (children under 3 free on current conditions). This is the default PP plan for Cebu Pacific / many foreign carrier departures from T3 — there is no useful airside hop to Terminal 1 lounges without exiting and re-clearing.

Add a photoA Lounge, PAGSS Premium, and Marhaba all list on Priority Pass in T1 — the densest PP choice on campus.
24-hour Priority Pass room on Level 4 above T3 security — main PP option for Cebu Pacific / many foreign carriers.
NNIC advertises free Wi-Fi across terminals; captive portal and peak-hour slowdowns are still common.
Widest airside F&B variety on campus; still pricey versus city Manila and uneven late at night.
Free NNIC shuttle links the terminals landside; useful but traffic-bound — Grab is the paid speed option.
Reliable landside and airside bottle purchases; refill stations are inconsistent — do not depend on fountains.
NNIC keeps reshuffling airlines across T1/T2/T3 — static blog maps go stale.
Screenshot the terminal from your airline app before instructing Grab. Cross-terminal moves are fully landside with re-screening.
Avoids multi-hour wrong-building recoveries
Last-minute gate/terminal changes still happen on FIDS
Three PP lounges sit in Terminal 1; Terminal 3 mainly has A Lounge on Level 4.
Open the Priority Pass app the day you fly. PAGSS Premium is the 24-hour T1 option with a shorter max stay; A Lounge lists a 4-hour cap in T1 and T3.
Real airside calm if your flight is in the right building
Useless if you cleared security in a terminal without PP access
No airport rail; official Grab/taxi ranks beat hallway touts every time.
Terminal 3 has the strongest centralized ride-hail setup. Coupon taxis are predictable but usually pricier than Grab off-surge. Build huge road buffer at rush hour and in rain.
Transparent pricing in-app
Surge pricing and airport congestion can erase the savings
Every arriving traveller needs the free eTravel QR — visa-free status does not waive it.
Register at etravel.gov.ph within the published pre-arrival window and keep the QR offline. Pair that with a liquids bag ready for classic 100 ml security rules on departure.
Skips preventable immigration desk delays
Family groups must complete one form per traveller
Convenience shops and café counters in the public departures halls before security at each terminal
Sealed bottles before security are the reliable hydration plan at MNL. Buy landside if you want water during a long check-in / security wait; empty bottles are smarter if you prefer to refill after screening.
Café counters and retail units after security (and after immigration on international departures) near the main gate concourses
Once airside, bottled water is easy to find and meaningfully more expensive than landside. Fine if you are already through; poor value if you still have a landside shop behind you.
Signed water stations or washroom taps after security in Terminal 3 departures; coverage in T1/T2 is patchier and often unsigned
Terminal 3 has historically advertised water refill points, but traveller and local reporting through 2025–2026 still describes broken or missing units — treat refill as opportunistic, not guaranteed. Carry an empty bottle through security and fall back to a sealed purchase if the station is dry. Manila tap water is not a “fill anywhere” travel habit for most visitors; sealed bottles remain the quality default.
