Civilian 4D airport in Hailar District, Hulunbuir. IATA HLD, ICAO ZBLA. Not Manzhouli (NZH), and not the separate air-force field.
CAAC 2025: 3,239,067 passengers (rank 61, +0.3%), 26,552 movements (−1.8%), 6,233.3 tonnes of cargo.
Live campus is T1 and T2 for domestic flights plus a small international hall on the west side. The 63,000 m² terminal in the master plan is not open.
Runway 09/27 is 2,800 × 45 m. The 2020 licence caps the largest approved type at the Boeing 757-200.
Manual check-in closes 30 minutes before departure on domestic, regional, and international flights.
Hailar is a National Immigration Administration 240-hour visa-free transit port. The 24-hour airside no-inspection shortcut does not include this airport.

The passenger campus is three pieces, not one mega-terminal. T1 is the older domestic hall, about 7,655 m², with a published 10 check-in desks, 5 gates, and 2 jet bridges. T2 opened on 28 October 2018, about 16,972 m², with a published 22 desks, 7 gates, 5 bridges, and 7 security lanes. The international hall sits on the west side at about 3,500 m² after a 2016 rebuild. Those three areas are the figure that adds up to about 28,127 m².
T2 is the main domestic room: baggage reclaim, a mother-and-baby room, and a special-assistance desk are published there, and the building has Wi-Fi. The network name is not published.
The six “VIP rooms” inside T2 are private reception rooms, not a second lounge you can enter with Priority Pass.
The runway in use is 09/27, 2,800 m by 45 m, concrete about 36 cm thick, with 7.5 m shoulders. The parallel taxiway is the old runway, about 176 m to the north. On 16 January 2020 the North China regional administration raised the field from 4C to 4D and capped the largest approved aircraft at the Boeing 757-200. Older copy that says a 767-300 is fine predates that licence.
Stands are a small apron: about 20 positions in late 2025, of which 14 passenger stands are Code C, 4 are Code D, 7 of the passenger stands are contact, and 2 extra Code C spots are for the cold-weather test and maintenance base. That hangar, opened in January 2024, is not a terminal.
Peak declared capacity has been 12 movements an hour since the August 2022 approval, up from 8. The 2022 master plan’s 63,000 m² pier terminal and the runway stretch to 3,200 m are planning targets for 2035, not buildings you can use now.
Elevation is about 660 m. Wikipedia’s infobox says 661 m (2,169 ft). A Chinese compilation that cites the AIP says 659.5 m. The map pin used here is 49.207774, 119.824685.

The airport sits on Airport Street in Shengli Subdistrict, on the east side of Hailar. The usual published road distance into the district is about 3 km. A travel-guide “13 km” figure belongs to older Dongshan blurbs; do not budget a half-hour transfer for a trip that is a few kilometres.
There is no metro and no airport railway. The north airport bus is the one that calls at Hailar railway station and the long-distance bus station. The south bus calls at the city government side of town. Both are published at CNY 5, with times that follow the flight bank rather than a fixed clock. The shuttle note puts boarding outside door 5 and the drop-off outside door 3. Confirm the next departure at the stop; the live timetable page was not open when this was checked.
Taxis are metered in town. A current airport flat fare is not published, so ignore old “CNY 6 flag fall” blog lines and ask before you load bags.
Didi works in Hailar. Uber does not operate in mainland China, and Bolt is not a Hailar option.
The last full parking tariff that could be opened is the Inner Mongolia Airport Group schedule from 28 April 2015, and it still matches the table repeated since: cars of 9 seats or fewer pay CNY 5 in the first hour, then CNY 2 per extra hour, capped at CNY 20 per 24 hours. The 10–19 seat band is CNY 8, then CNY 3, cap CNY 25. Larger coaches are CNY 10, then CNY 4, cap CNY 30. The lot was described in front of the terminal. A later write-up adds 30 free minutes; that waiver is not in the 2015 notice, so pay what the booth sign says.
The group inquiry number local pages still print is 0471-96777. There is no stable public homepage that resolved for this airport on this check.

Airlines Lounge is the Priority Pass room: T1, domestic, floor 2, opposite gate 5, after security, open 05:50–22:10. The listing includes soft drinks, Wi-Fi, a telephone, and step-free access. It says no smoking and no dress code, and children under 2 are free. Showers and hot food are not on the list. A reseller page puts the same kind of room opposite gate 2 and caps a visit at 2 hours; Priority Pass prints neither of those, so use the gate 5 door and ask at the desk about a time limit.
DragonPass shows one first-class lounge in the main terminal and no restaurants. It does not print a lounge code on the public page, so do not hunt for an A-code that is not there. LoungeKey was not confirmed.
Food on the public side is a small regional spread. Do not plan a long connection around a full kitchen. Buy water before security if you want a bottle; a published refill tap and a published bottle price were not found.
Winter is the real operational risk. Hulunbuir nights go far below freezing, and a clear-day 30-minute cutoff still fails if the inbound is late. Nothing in the current public schedule is a standing closure.

If your boarding pass is domestic, the only published paid-network lounge is Airlines Lounge in T1, floor 2, opposite gate 5. Priority Pass marks it domestic. Do not expect to walk there from the international hall.
The Seoul link is over for this season. China News and CAAC News both put T'way TW9635/TW9636 on 20 June–2 September 2026, two days a week. Do not buy a connection that assumes it is still on the board in late September.
Chita (Air China), Ulaanbaatar (Hunnu Air), and Hong Kong (Hong Kong Airlines) were the international and regional links the airport itself was counting in June 2026. Frequencies move with the season; Hong Kong was up to four weekly only in that June peak.
Hailar is on the National Immigration Administration 240-hour visa-free transit list in the 3 November 2025 notice, for the published 55 countries, with a confirmed onward ticket to a third country or region. It is not one of the airports where a 24-hour connection can skip border control.
Power banks follow the national CAAC rule in force since 28 June 2025: cabin only, no unmarked or recalled units, up to 100 Wh without approval, 100–160 Wh only with airline approval and a limit of two, and anything above 160 Wh refused. Liquids stay at the national 100 ml limit.
Some gates have used facial-recognition boarding, and the terminal has had the national temporary identity mini-program for travelers who forgot a mainland ID. Neither replaces a passport on an international departure.
Manzhouli Xijiao (NZH) is a different airport, far to the west. The air-force field near Hailar is not this terminal.
