T3 leftover opens 04:30 and closes with the last flight. The Xining Evening News leftover also said boarding starts 40 minutes before — treat the company notice (stop check-in 40 / close gate 15) as the live cut. International/HMT leftover still uses T1 and needs the CIQ extra; do not copy the domestic 40-minute cut onto a Hong Kong / Bangkok / Kuala Lumpur bag.
