Compact single campus, but domestic≠international for CIQ; expansion works through 2028.
Domestic and international departures share one Bayan Lepas terminal complex, but they are separate CIQ regimes. A same-day domestic→international (or reverse) connection still means exiting to landside and re-clearing unless your airline has already through-checked you under a published transfer product — assume re-clear and budget time. Expansion works (apron / terminal packages through ~mid-2028) add walking detours and occasional gate-bus remote stands when contact bays are full.
Design capacity ~6.5M vs ~8.3M traffic — pad buffers at immigration.
Published design capacity is still ~6.5M while 2025 throughput sits around 8.3M. Check-in queues, security, and immigration (especially first-time foreign arrivals who must use manned counters for biometrics before autogate eligibility) stretch in holiday and China/India bank peaks. Autogates for eligible returning foreign nationals are rolling out (state Exco: toward 12 departure / 12 arrival gates) — first-timers and children still queue manually.
Landside sealed water + café beats airside markup without a lounge.
Landside café / convenience retail (7-Eleven style) is usually better value for a real meal and sealed water than deep airside markup. Without Plaza Premium access, do not plan on the international lounge as a meal plan — Priority Pass max stay is 2 hours and the room is compact (~2,700 sq ft / ~90 seats per Plaza Premium). Domestic Plaza Premium cook-to-order is the stronger food story when you have access.

Priority Pass lists Plaza Premium International (mezzanine near Gate A3, after passport control, 06:00–23:59) and Plaza Premium Domestic (Level 2 S14 / S14A opposite security, 05:00–23:00). Both max 2 hours on PP; children under 2 free. Domestic lists showers with extra payment. There is no separate MH Golden Lounge at PEN — treat Trip.com-style “Golden Lounge PEN” pins as wrong.
