Screening is often short; pad time for international immigration, especially first-time foreign arrivals.

Domestic and international share one Bayan Lepas campus but not a sterile airside link. File MDAC within three days of landing (Singapore citizens exempt). First-timers generally use manned counters so biometrics can be captured before later autogate eligibility. International bag-drop commonly closes 60 minutes before departure.

Calendar 2025 was 8,269,978 passengers against a ~6.5 million design envelope — arrive earlier than the schedule suggests.

MyNIISe autogates are live (5 departure / 6 arrival as of the Feb 2026 state briefing, expanding toward 12 + 12). WP01 of the RM1.55 billion expansion is complete; the main terminal package is still in procurement for a June 2028 target. Apron bays keep rotating closed under AIP SUP 01/26 through 1 July 2027.

Landside convenience retail and cafés beat airside markup for a real meal and sealed water.

Without lounge access, do not plan on the international Plaza Premium as a meal plan — Priority Pass max stay is 2 hours and the room is compact (~2,700 sq ft / ~90 seats). Domestic Plaza Premium cook-to-order is the stronger food story when you have access. Operator paid entry lists from MYR 128 — confirm checkout.

PP, LoungeKey and DragonPass both cover Plaza Premium international and domestic; there is no Golden Lounge at PEN.

International: mezzanine near Gate A3 after passport control (PP 06:00–23:59). Domestic: Level 2 S14/S14A (PP 05:00–23:00) with paid showers; Malaysia Airlines Business / Enrich Gold and Platinum use this room (MH lists 06:00–22:00). Cathay contracts the international room (CX lists 06:00–22:30).
