Most important tips

Know before you go

A compact traveler cheat sheet for timing, terminals, food, and disruption checks.

Timing

File IMUGA within 96 hours — not earlier

Complete the free arrival Traveller Declaration on imuga.immigration.gov.mv within 96 hours of landing. It is not the visa.

Maldives Immigration’s tourist-visa page: submit the IMUGA Traveller Declaration up to 96 hours (4 days) before arrival, free, on the official portal only. A form filed too early is invalid. Tourist visas are granted on arrival when entry requirements are met (MRZ passport with at least one month validity, return ticket, prepaid booking at a registered facility or sufficient funds). MACL’s passenger guide still says “at least 96 hours” and mentions departure — Immigration’s live traveller page is arrival-only; do not copy the MACL wording. Seaplane legs are daylight-only; a missed afternoon bank becomes an overnight in Malé or Hulhumalé.

Terminal

T1 is international — T2 is domestic — Noovilu is seaplanes

Screenshot T1 vs T2 vs Noovilu on the boarding pass and transfer voucher before you clear immigration. There is no sterile link.

All scheduled international flights use Terminal 1. Land-based domestics use Terminal 2 after the 17 February 2026 consolidation. Floatplanes use Noovilu after landside check-in / an operator shuttle from the T1 side (Standard: T1 seaplane check-in area operational 11 January 2026). Taxi and bus curbs are T1-centric. Traveler reports after T1 opened said the international departure hall is only reachable around when check-in desks open (about three hours before the flight) — confirm day-of signage rather than arriving four hours early and expecting airside seating.

Food

Hulhulé is dry — lounge value is shade and soft drinks

No alcohol in lounges or public F&B. Priority Pass does not open Koveli or Leeli in Terminal 1.

Maldivian law keeps alcohol off inhabited islands, including Hulhulé. MACL warns that liquor bought on the inbound aircraft or at foreign duty-free is confiscated on arrival; departure duty-free spirits are for consumption after you leave. Koveli and Leeli are airline-contract / paid rooms, not Priority Pass. PP / LoungeKey / DragonPass holders should use Moonimaa landside at Terminal 2 before T1 check-in, or Huvandhumaa only if already at Noovilu.

Status

One paved runway plus daylight seaplanes

H1 2026 already ~3.97M passengers on one 3,400 m runway and daylight floatplanes — build buffers into same-day resort connections.

MACL posted 8.28M passengers and 249,214 movements in 2025, with seaplanes the majority of movements. Tropical showers and afternoon thunderstorms delay floatplanes first; the single 18/36 asphalt runway still concentrates international banks. Watch operator SMS / resort WhatsApp more than generic delay apps once you are on a transfer.

Honest verdict

Who this airport works for

Best for

Resort guests meeting seaplane or speedboat desks in Terminal 1
Business/First passengers with Koveli or contracted Leeli access
Guesthouse travellers using the airport ferry or fixed-fare taxi into Malé / Hulhumalé
Priority Pass holders who can use Moonimaa landside before T1 check-in

Watch out for

Assuming Priority Pass works in Terminal 1 airside (Koveli and Leeli are entitlement/paid only)
Same-day seaplane connections after late long-haul arrivals (daylight + weather)
Filing IMUGA too early — Immigration requires it within 96 hours of arrival, not “at least” 96 hours
Confusing Terminal 1, Terminal 2, and Noovilu after the 2025–26 terminal swap

Velana International Airport (IATA MLE / ICAO VRMM) is the Maldives’ civil gateway on Hulhulé Island in Kaafu Atoll, next to the capital Malé and linked by the Sinamalé Bridge plus a public airport ferry. Operator is Maldives Airports Company Limited (MACL), a 100% government-owned company. Passenger portal: velana.macl.aero. Corporate site: macl.aero. Do not confuse MLE with Gan (GAN), Hanimaadhoo (HAQ), or other atoll fields — almost all overseas visitors clear immigration here first.
Terminals (October 2026): Terminal 1 is the international building inaugurated 26 July 2025 (Presidency: 47 check-in desks, six self-service kiosks, 20 departure immigration counters, six boarding gates, 12 aerobridges; published design capacity 7 million passengers/year). The former 1981 international shell is Terminal 2, which took all scheduled domestic landplane operations from 17 February 2026 (MACL: 27 check-in counters and six departure gates). Noovilu Seaplane Terminal (opened 6 October 2022) sits across the runway for floatplane resort transfers. There is no sterile walk between the three — plan landside walks or operator shuttles and a re-screen.
Traffic (MACL / press citing MACL’s Velana in Numbers 2025): calendar 2025 — 8.28 million passengers (+7% vs 2024) with 5.38M international / 1.17M domestic / 1.73M seaplane, and 249,214 aircraft movements (34,868 international / 28,348 domestic / 185,998 seaplane). One local report printed 294,214 movements; the published components add to 249,214 and that total is what Edition and Maaldif attributed to VIA. Q1 2026: 2.35M passengers (+4% YoY). Q2 2026: 1.62M passengers and 48,966 movements. H1 2026 ≈ 3.97M passengers. No MACL Q3 2026 total published as of 1 October 2026.
Single asphalt runway 18/36 is 3,400 × 60 m (AIP / MACL; elev ~6 ft / 1.8 m). The parallel former runway is a permanent taxiway after the new strip entered scheduled service on 6 October 2022. Separate water runways serve Noovilu. One paved runway plus daylight-only seaplanes means weather and peak banks cascade quickly.
Ground: no rail. Public airport ferry Hulhulé↔Malé is commonly ~10 minutes and about MVR 15 by day / MVR 20 overnight — buy at the jetty kiosk and confirm the live board. Transport Ministry taxi table from the airport (standard car): Malé MVR 70, Hulhumalé Phase 1 MVR 80, Hulhumalé Phase 2 MVR 85 (7–10 seat vans are higher; extra luggage and a domestic-terminal surcharge may apply — quote the posted board). MTCC still runs airport buses R3 (Malé), R4 and R9 (Hulhumalé). Most resort guests never use those modes — transfer desks meet arrivals in Terminal 1.
Lounges (live 1 October 2026): Priority Pass, LoungeKey (Mastercard airport page lists Domestic + Seaplane terminals), and DragonPass A10060 list Moonimaa (Terminal 2 landside, 06:00–23:00, max 2h) and Huvandhumaa (Noovilu airside, 06:00–17:30, max 2h). Flagship international soft room is Koveli in the Terminal 1 complex (MACL 05:00–23:00; cabin/elite/paid walk-up — not those three networks). MACL also lists Leeli (T1 Level 2, 24h, airline contract), Maamahi CIP/VIP (05:30–23:30), plus Vilu and Neeri at Noovilu. Hulhulé is a dry campus — no alcohol in lounges or public F&B.
