Mactan-Cebu International Airport

Cebu, Philippines · Asia-Pacific

Philippines’ second-busiest gateway on Mactan Island with a bangka-roofed international terminal, dual parallel runways since 2025, MyBus to SM City Cebu, two 24-hour Plaza Premium Priority Pass lounges, and PAL Mabuhay rooms (T2 mornings only) — tradeoffs are the bridge to Cebu City, no rail, and no sterile domestic↔international walk unless CEB Connects applies.

Most important tips

Know before you go

A compact traveler cheat sheet for timing, terminals, food, and disruption checks.

Timing

T1 vs T2 is the whole game — CEB Connects is not automatic

Trust the boarding-pass terminal; no sterile domestic↔intl walk; CEB Connects is 35/60 min MCT for participating airlines only.

Domestic = Terminal 1; international = Terminal 2. Arrive early for bagged domestics in holiday / Sinulog peaks; international banks want a full check-in + immigration + security buffer. CEB Connects (from Apr 2025; 500,000+ transfers by Sep 2026) skips baggage re-check on eligible PAL / Cebu Pacific / Singapore Airlines / AirAsia Philippines / China Airlines / Emirates connections at 35 min domestic / 60 min international MCT. Separate tickets and non-participating airlines still re-clear landside / CIQ. Decide the first land stop before you land: Mactan resort ≠ Cebu City ≠ North/South bus terminal ≠ pier — MyBus only covers the SM City Cebu spine cheaply.

Terminal

Silent airport — watch FIDS, not PA announcements

Silent airport — FIDS and airline push notifications beat PA calls.

MCIA limits general boarding announcements. Recheck flight-information displays and the airline app after food or a lounge stop. T2’s timber bangka hall is beautiful and easy to wander in — gate changes still happen. Covered walk links the terminals for landside movers; do not treat that walk as an airside shortcut.

Food

Eat landside before security when the schedule allows

Landside T1 Airport Village beats airside markup without a lounge.

Terminal 1’s Airport Village landside cafés and convenience retail are usually better value than deep airside markup, and sealed water is cheaper before you clear. Without Plaza Premium or Mabuhay access, plan a real meal landside — especially on domestic banks when T1 airside is café-thin outside peaks. T2 duty-free and airside F&B exist after immigration, but they are not a substitute for a calm landside sit-down when you still have time.

Status

Plaza Premium 24h — PAL Mabuhay T2 is mornings only

PP/LK/DP = Plaza Premium T1+T2 only; PAL Mabuhay T2 closes 08:30; no PAGSS traveler lounge.

Priority Pass lists only Plaza Premium T1 (domestic airside after X-ray, elevator to Level 1, right-hand side) and Plaza Premium T2 (international airside after immigration, lift opposite Gate 20 to Level 1). Both 00:00–23:59; PP max stay 2 hours; children under 2 free. PAL Mabuhay T1 is 24 hours; T2 is 04:00–08:30 only (PAL 12 Jun 2026). Official PAGSS Heroes Lounges are NAIA T3 / Davao / Laguindingan — not Cebu. Aerotel is the paid nap/shower hotel on T2 Level 1.

Honest verdict

Who this airport works for

Best for

Visayas / Mindanao domestic hubs and island-hopping via Cebu
Priority Pass holders using Plaza Premium T1 or T2 (both 24h)
PAL Comfort / Business and Mabuhay Miles elites (T2 lounge is 04:00–08:30 only)
Travelers who want Aerotel naps/showers inside Terminal 2

Watch out for

Airport is on Mactan — name district / pier / resort, not only “Cebu”
No sterile domestic↔international walk — CEB Connects is 35/60 min MCT for participating airlines only
PAL Mabuhay T2 is mornings only (04:00–08:30)
Silent airport — watch FIDS; boarding PAs are limited
Yellow airport taxis flag higher than city white cabs — insist on the meter
Stale PAGSS / Pacific Club Cebu pins — official PAGSS does not list CEB
Typhoon season and primary-runway overlay can shift ops onto 04L/22R

Updated Sep 23, 2026

Mactan-Cebu International Airport (IATA CEB / ICAO RPVM) is the Philippines’ second-busiest airport and the main gateway to Central Visayas. It sits in Lapu-Lapu City on Mactan Island — not in Cebu City proper — across the Marcelo Fernan / Mactan–Mandaue bridges from the mainland. Passenger site: mactancebuairport.com. Authority is MCIAA; commercial terminals are operated by Aboitiz InfraCapital (full GMCAC takeover completed 30 Oct 2024). Do not confuse the civil passenger side with Mactan–Benito Ebuen Air Base (Philippine Air Force) that shares the airfield.
Two passenger terminals: Terminal 1 (domestic; renovated Airport Village landside, ~11.7M capacity after the 2020 rehab, six jet bridges) and Terminal 2 (international; opened 1 Jul 2018; ~65,500 m² glulam timber “bangka” roof; seven jet bridges; ~8M design). Covered landside connection exists, but there is no sterile domestic↔international airside walk. CEB Connects (from Apr 2025) short-circuits eligible airline-partner connections at 35 min domestic / 60 min international MCT — it is not automatic for every itinerary. The field operates 24 hours; individual counters, shops, and transport windows do not.
Traffic: MCIAA table calendar 2025 11,604,218 passengers (8,643,025 domestic / 2,961,193 international; +2.45% vs 2024) with 100,061 movements. Jan–Jun 2026 6,467,538 passengers (+9.1% vs H1 2025) and 54,682 movements (+10%), with international passengers +18.4%. Prefer MCIAA / AIC releases over older third-party yearbooks.
Dual parallel runways: primary 04R/22L asphalt/concrete ~3,310 × 45 m (renamed from 04/22 on 10 Jul 2025); second 04L/22R concrete ~2,560 × 45 m inaugurated January 2025 and opened to revenue traffic 18 Jul 2025 (MCIAA) as the Philippines’ only active parallel-runway pair after Clark decommissioned its second strip. Elevation ~9 m / 30 ft AMSL. The second strip is the contingency / maintenance runway when 04R/22L is closed.
Ground: no rail. MyBus is the cheap SM City Cebu spine (₱50 full ride / ₱30 Parkmall; MCIA→SM ~07:00–22:00 / return ~06:00–21:00). White metered taxis flag-down ₱50; yellow airport-accredited cabs use a higher flag-down (commonly ₱70 — confirm the meter). Grab handles most door-to-door trips to Cebu City, bus terminals, and Mactan resorts — name the exact district or pier, not only “Cebu.”
Lounges (23 Sep 2026): two Plaza Premium soft rooms — T1 domestic and T2 international — both live on Priority Pass / LoungeKey / DragonPass, both listed 24 hours, both max 2 hours on Priority Pass. PAL Mabuhay is separate: T1 24 hours daily; T2 04:00–08:30 only (PAL hours as of 12 Jun 2026). Aerotel Cebu (T2 Level 1) is the paid nap/shower hotel, not a Priority Pass lounge. Official PAGSS Heroes Lounge list does not include CEB.
